NNC GOVERNING BOARD
Resolution No. 1, Series 2004

WHEREAS, nutrition plays a vital role in an individual's growth and development with growth as a measure of an individual's health and quality of nutrition;

WHEREAS, two methods of growth measurements, namely; Operation Timbang (OPT) and growth monitoring will continue to be implemented nationwide;

WHEREAS, OPT is the annual weighing in a community of all preschoolers aged 0 to 71 months or below six (6) years old to identify and locate malnourished children. Growth monitoring, on the other hand, is the monthly and quarterly weighing of preschoolers aged 0 to 24 months and 25 to 71 months old, respectively, to monitor their growth pattern and prevent growth faltering;

WHEREAS, the use of the International Reference Standards (IRS) to determine the nutritional status of Filipino preschoolers was approved with the adoption of NNC Governing Board Resolution No. 5, S 2002, "Adaptation of IRS in Determining the Nutritional Status of Filipino Children";

WHEREAS, DOH Administrative Order No. 25, S 2003, "Adoption of International Reference Standards (IRS) in Philippine Growth Table and Chart Materials" signed by NNC Governing Board member and Health Secretary Manuel Dayrit, was issued to fasttrack the implementation and mainstreaming of the use of IRS in health and nutritional assessment of children in the country;

WHEREAS, the shift on the use of standards from PRS to IRS necessitated the revision of the existing Implementing Guidelines on OPT;

WHEREAS, the NNC Secretariat, upon the recommendation of the NNC Technical Committee, convened the inter-agency Task Force on OPT composed of DOH, DOST-FNRI, CWC, City Government of Makati, and the NNC Secretariat, to address the issues that arose from the shift to IRS and to revise the OPT guidelines;

WHEREAS, the NNC Technical Committee reviewed and concurred with the adoption of the Revised Implementing Guidelines on OPT and its endorsement to the NNC Governing Board for approval and immediate implementation;

NOW, THEREFORE, for and in consideration of the above premises, the National Nutrition Council Governing Board hereby approves the adoption of the Revised Implementing Guidelines on OPT;

Be it RESOLVED FURTHER that the following activities be implemented to support the adoption of the revised implementing guidelines on OPT and its forms:

a) Conduct of orientation on the revised implementing guidelines on OPT among field users, and
b) NNC and DOH to pass a joint Administrative Order in support of this resolution.
