Technical Notes on the Identification of Nutritionally Depressed Municipalities for CY 2002

  1. Nutritionally depressed municipalities (NDMs) were determined using two indicators: prevalence of malnutrition and audited per capita municipal income
  2. Prevalence of malnutrition of the municipality was determined using the 2002 OPT 1/ results except for ARMM. 2001 OPT results were used for ARMM 2/ since the region had no OPT results for 2002.
  3. Municipalities with 80%-110% OPT coverage were included in the identification of NDMs. Municipalities with OPT coverage below 80% and above 110% 3/ were excluded as well as municipalities with incomplete OPT results for 2002 4/.
  4. Prevalence of malnutrition was computed using the following formula:
    Malnutrition Prevalence =

    total number of moderately & severely underweight preschoolers
    x 100

    total number of preschoolers weighed
  5. Per capita municipal income was determined using data on total gross income of the municipality as reported in the 2002 Annual Financial Report prepared by the Commission on Audit (COA), and the NSO's 2002 projected population of the municipality using 1995 municipal census.
  6. Only areas with complete data on income and population were included. Areas with no data on income 5/ or population 6/ were excluded from the list.
  7. Per capita municipal income was computed using the following formula:

  8. Municipalities were ranked according to decreasing prevalence of malnutrition and increasing per capita municipal income.
  9. Final rank of the municipalities was computed using the following formula:
